This project is a component of the Hood River Production Program (HRPP), which collects broodstock and monitors escapement of returning adult salmonids in the Hood River. Additionally, staff from this project provide overall guidance for the implementation of the HRPP. Since the removal of Powerdale Dam, and the associated adult fish trap, it has been necessary to construct, install, and operate seasonal adult fish traps and weirs on the East Fork and the West Fork Hood River. ODFW is responsible for conducting all phases of adult trap operation. Hatchery supplementation of winter steelhead was discounted after brood year 2020. Due to the discontinuation of steelhead supplementation, operation of traps on the East Fork were no longer necessary as of 2025. Operation of the adult trap on the West Fork Hood River is necessary and on-going for the spring Chinook hatchery program (brood collection) and monitoring adult returns of wild Chinook. Operation of the traps requires close coordination with several other BPA funded projects associated with the Hood River Production Program (HRPP). In addition to adult migrant trapping and broodstock collection, this FY25 contract will incorporate juvenile downstream migrant trapping, which will be conducted in partnership with project 1988-053-03. Previously, downstream migrant trapping was completed by ODFW M&E contract 1988-053-04. Several other BPA funded projects rely on adult data and fish collected from trap operations to accomplish their project objectives (1988-053-03, 1988-053-07, 2003-054-00). The overall implementation of the HRPP is jointly managed by the ODFW and Confederated Tribes of the Warm Springs Reservation of Oregon (CTWS).
